Phase 2: Expanded Property Services (Months 1022)

Phase 1 delivered the core property platform and Sulaymaniyah pilot. Phase 2 expands services (permits, valuation, municipal, rental), adds ML-powered features, and opens two more service centers.


2.1 New Services Built on Core Platform

2.2 ML-Powered Valuation V1

Features used: Parcel area, building area, property type, location (lat/lng), zoning class, distance to main road, number of rooms, construction year, last sale price, neighborhood average price.

Target accuracy: Mean Absolute Percentage Error (MAPE) < 15% on held-out test set.

Usage: Advisory only in Phase 2 human valuers still make final determination. ML provides starting point.

2.4 Service Center Expansion

Erbil Service Center (Month 1418)

  • Same design as Sulaymaniyah (see Section 6)
  • 8 property counters + 2 GIS stations + 1 survey/scan station
  • Staff: 20 (12 clerks, 3 GIS specialists, 2 scanners, 2 floor managers, 1 IT)
  • Connected to the platform via dedicated link to Sulaymaniyah DC (SD-WAN over MPLS)

Duhok Service Center (Month 1822)

  • Same design, scaled for smaller volume
  • 6 property counters + 1 GIS station + 1 scan station
  • Staff: 14

Deployment Checklist (per center)

  • Network connectivity verified (< 50ms latency to DC)
  • All hardware installed (PCs, scanners, receipt printers, kiosks, large displays)
  • Staff trained (2-week program: system + GIS + customer service)
  • Local property data loaded (parcels digitized for that governorate)
  • Pilot week with selected transactions before public opening
  • Citizen awareness campaign launched (TV, social media, mosque announcements)
